Marcial Boo was chief executive of the Equality and Human Rights Commission from September 2021 to January 2024. He is executive chair of the Institute for Regulation, the UK’s professional body for regulators. He was previously chief executive of the UK Public Health Register, IPSA (the regulator of MPs), and a director at the NAO and Audit Commission. He was a senior civil servant at the Home Office and the Department of Education, leading work on crime reduction, counter-terrorism, adult basic skills, and sixth form funding. He has written two books: The Rules of Democracy and The Public Sector Fox. He is an advisor to the University of Bath’s Institute of Public Policy and the African Caribbean Education Network.
