The story to tell on tax rises: How to gain public trust in tax rises

The stakes for the upcoming Budget are huge. Not only is the government set to need between £20 billion and £50 billion to meet its fiscal rules, there is also an urgent need to begin rebuilding public trust in the state, which has been eroded by years of economic challenges and political instability. Its tax decisions have so far cost it precious political capital, and at the same time it must meet its commitments to improve public services and increase growth.

The first report in this project ‘Solving the Tax Puzzle‘ proposed eight pragmatic, pro-growth tax reforms that could raise £21.3 billion in 2026/27 while aligning with the public’s values for the tax system. Drawing on new research into public attitudes, this second report evaluates how people respond to different messages around tax reform. It sets out how to communicate the importance of tax rises, bring the public along with the tough but necessary decisions in the Budget, and, in turn, help rebuild trust in the state.
