Mission-focused policy-making is now dominating the pre-election period. Labour is promising to deliver on five missions, from net zero to increasing productivity. The Conservative government has made five promises, from cutting inflation to reducing waiting lists.

In a new essay, Sir Geoff Mulgan and Jonathan Slater propose a series of reforms designed to change government, grow its capacities and deliver its missions.

This essay is part of Demos’ ongoing work on public service reform. We will be publishing a series of essays, provocations and ideas throughout 2024, giving a platform to other peoples’ ideas on the subject.

Sir Geoff Mulgan CBE is Professor of Collective Intelligence, Public Policy and Social Innovation at University College London (UCL).

Jonathan Slater is a Visiting Professor at King’s College London and Queen Mary’s University London.
