The Quiet Revolution: Mobilising social impact investment to amplify relational reform

Public service reform in the UK stands at a crossroads. There is growing alignment around a new ‘liberated’ model of public services, and promising examples across government of place-based, relational and preventative reform. 

However, reform remains piecemeal. The challenge remains as to how to scale and sustain effective practice so that success is embedded across the system rather than confined to isolated initiatives.

In this context, Demos has launched a new programme of work – Powering Public Service Reform to understand and dismantle the cultural and systemic blockers that hold back progress. The programme will deep dive on:

  • Accountability
  • Funding
  • Digital enablement
  • Communications and narrative

This second paper, The Quiet Revolution, explores how mobilising social impact investment (SII) can act as a powerful catalyst for relational public service reform. It argues that impact capital is not just a funding tool, but a lever to shift Whitehall culture towards collaboration, prevention and shared ownership of social challenges. 

Drawing on Demos’ research and engagement with policymakers and practitioners, and building on the work of the Social Impact Investment Advisory Group, The Quiet Revolution makes the case for a clearer narrative that connects SII to the government’s wider relational reform agenda and identifies four key enablers for success.
