Elle works on the practice, policy and politics of improving public services. She is an expert in public service leadership development and capability building, creating several sector-leading training programmes. She is a researcher and policy advisor on Public Service Reform, with particular emphasis on relational, human centered services and the interface of public services with democracy. And she serves as a local councillor and Chair of the Finance and Performance Committee on Sheffield City Council.

She has two decades of experience in international, national, regional and local government, including as a diplomat to the United Nations and Head of Policy in a Combined Authority. She holds a Masters in Public Policy from Harvard Kennedy School.
