Researcher (Digital Policy)

Caragh is a researcher for Digital Policy in the Demos Digital Team. She joined Demos from Amnesty International where she worked in the Technology and Human Rights Team (Amnesty Tech). At Amnesty Tech, she led research into AI legislation and policy in Latin America, contributed to advocacy on the EU AI Act and built a toolkit for how to undertake investigations of government algorithms. Prior to this she held positions at the United Nations, the Children and Young People’s Commissioner in Scotland and the Center for AI and Digital Policy. She was also a visiting lecturer in Tech Ethics at Princeton University.

Alongside her role at Demos, Caragh is currently a doctoral researcher at Goldsmiths, University of London where she investigates the use of biometric registration systems for refugees in Kenya and the development and expansion of Digital ID systems more broadly. Caragh holds an LLM in Human Rights Law from the University of Edinburgh and a BA in Theology and History from Durham University.
