Demos held a panel discussion at Labour Party Conference to discuss how Brexit can provide opportunities to reveal and reevaluate long-existing issues within Britain’s economy. Brexit has thrown light on many of the structural issues which have been plaguing our economy long before the Referendum last year. As we begin a new phase for Britain, so too must our economy be brought up to speed. This event explored how a fairer, more sustainable and more productive economy could be built, and the role that investment, liberation and devolution could play in achieving this.

Demos held a private lunch at Labour Party Conference to explore the challenges and opportunities of the next frontiers of digital policy. The lunch brought together experts in digital policy, representatives from business, technology companies and the media, to explore topics such as: the role a ‘digital charter’ could play in striking the balance between regulation and protecting civil liberties and freedom of speech; the prevalence of online abuse and trolling; and the sustainability of news organisations, and the importance of ensuring quality and standards in news production in the digital age.

Demos held a panel discussion at Conservative Party Conference to discuss current online safety and digital citizenship policy and practice. From cyber bullying and trolling to grooming and child protection, the challenge of the digital world for young people is quickly rising to the top of political agendas. This session included a first sight of new primary research, conducted by Demos’ Centre for Analysis of Social Media, exploring the relationship between character and social media use, investigating not just what young people do online, but why they do it. This fringe event explored and considered how young people can be best equipped with the knowledge, skills and character attributes to make healthy choices and support positive engagement with social media.

Demos held a panel discussion at Conservative Party Conference to discuss how housing associations and homebuilders can play a role in social mobility for the younger generation. Quality and affordable housing plays a critical role in supporting good health and wellbeing, and housing providers and associations can also give much- needed skills, jobs and training to vulnerable people.
The event marked the launch of Orbit’s Happy, Healthy Starts campaign, and will see panellists discuss practical ways to help spread this approach to supporting young people across the housing sector; as well as debating how housing providers can contribute more to the Government’s wider social mobility agenda. The discussion also provided an opportunity to explore the work that is already being done, with both the panel and audience making new recommendations in tackling this challenge.

Demos held a private roundtable at Conservative Party Conference to discuss what more can be done to improve the diversity of the legal profession, including progression opportunities for minority groups, and access routes from a wider range of social backgrounds. Women and ethnic minority groups remain under-represented in the most senior positions of the legal profession, despite the gender and ethnicity balance being broadly representative overall. And the significant under-representation from those from less affluent backgrounds has yet to be tackled head-on.
The Solicitors Regulation Authority and Demos are keen to discuss what more can be done to support a modern, open and accessible legal profession that reflects the people it represents.

Demos held a panel discussion at Conservative Party Conference to debate the challenges and opportunities that global digital platforms present for the economy, society and our diverse communities. The discussion explored topics such as: the role a ‘digital charter’ could play in striking the balance between regulation and protecting civil liberties and freedom of speech; the responsibilities of online platforms to deal with issues of abuse and trolling; and the high quality news production in an era of fake news, clickbait and falling digital advertising revenues.
As the Government continues to consider how its manifesto to create a ‘Digital Charter’ might work in practice, this panel brought together experts in digital policy, representatives from business, technology companies and the media to explore the challenge of taming the Wild West of the Web.

Demos will hold a panel discussion at Conservative Party Conference to discuss effective methods of increasing access to legal services. The rapidly changing market has presented legal service providers with both opportunities and challenges. Solicitors and law firms are already adapting with innovative new business models and ways of working are being introduced. These will help widen access to legal services for individuals and small businesses, however, as it stands, only 1 in 10 people use a solicitor or barrister for their legal problems. This event will debate what more can be done to create a fair and open market for legal services that supports better access for individuals and business. The Solicitors Regulation Authority and Demos are keen to discuss what more can be done to support a modern, open and accessible legal profession that reflects the people it represents.
The discussion will also provide an opportunity to explore how modernizing techniques can be further employed to offer modern legal services, well-suited to a modern economy.

The stronger bonds we built with our communities were one of few silver linings of the pandemic, with many people volunteering for the first time, and many others realising the power of social action. Yet as we look to the future, how do we ensure the huge potential of volunteering is realised in our post-Covid society?

Levelling Up constitutes this government’s most ambitious domestic policy response. Yet for it to work, the UK’s housing market needs to step up: providing not only the right homes in the right places to fuel the changes that are needed, but also to level up housing opportunity between those who already own their home and those who aspire to, by delivering homes that young people can actually afford to buy.

New research from the LIPSIT (Local Institutions, Productivity, Sustainability and Inclusivity Trade-offs) programme has been exploring what is needed to level-up successfully.
With levelling-up at the top of the Government’s list of priorities, Demos is hosting a drinks reception to start the conversation on the vital agenda at this year’s Conference.

This event is happening as a part of the Labour Party Conference on 25-29th September.
New research from the LIPSIT (Local Institutions, Productivity, Sustainability and Inclusivity Trade-offs) programme finds that however much money is pumped into local industrial growth, regions across the UK will struggle to benefit without first strengthening the infrastructure they rely on, including devolving power to local institutions to invest based on their citizens’ priorities. But what are the institutions needed, and how do we ensure they and the people they represent play a meaningful role in determining the future of their areas?
Join LIPSIT and Demos at Labour Party Conference as we discuss how to build democratic accountability alongside empowered places across the UK.

It is widely acknowledged that society is on the cusp of dramatic change due to advances in technology such as AI. This is likely to have important implications for the research sector. It will change the way research is carried out and what research it is even possible to carry out.
However, it is vital to ensure that the findings of ‘automated research’ can be trusted and that research is conducted in a way that minimises the potential for harm.
Join Demos and Jisc to discuss how automated research will change the way we conduct research.

Considering the scale of the effort needed to tackle climate change, businesses, financial services, policymakers, and regulators need to work together, but they should also not overlook the power of the individual consumer. Individuals are increasingly conscious of how their personal investments whether in a simple savings account or in private pension funds, has an impact – how their money talks – and how individuals can hold companies accountable on their sustainability performance.
Rather than overlooking this trend, financial services and policymakers should be looking at how we can capitalise on it. Join Demos and AVIVA to discuss: how can personal spending and saving be part of our international action on climate change?

For many of us, banking and easy access to the digital payments infrastructure are taken-for-granted facilitators of our everyday lives. With more recent expansions of contactless cards and smartphone payments, people are increasingly going cashless. The decline of cash use has been raising questions about whether Britain is ready to transition to a cashless economy.
But not everyone has equal access, or levels of participation, in the digital payments infrastructure. This leaves them at risk of being excluded from the mainstream economy. In this time of transitioning importance for cash, engaging with issues of access to cash and digital literacy are crucial.

In a country polarised not only by Left and Right, but also Leave and Remain, few agendas are able to inspire consensus. Localism, however, might be one of them. Shaping the next steps of this agenda is more important than ever – join Demos and the Effective Governance Initiative at the Conservative Party Conference to discuss if localism were to be the first step in consensus post-Brexit, what should it look like?

It is to the credit of modern medicine and improvements in public health that we are living longer lives. A girl born in the UK today has a 1 in 3 chance of living to 100, and the chance of living to 100 will double in the next 50 years.
However, these headlines give little indication of the quality of life we will be enjoying in later life. It is forecast that older people could spend up to a quarter of their lives in poor health. We must therefore ensure that greater focus is given to expanding healthy lifespan.
This aligns with the Government’s Industrial Strategy, which contains a mission to ensure that people can enjoy at least 5 extra healthy, independent years of life by 2035, while narrowing the gap between the experience of the richest and poorest.
Physical activity is key to maintaining health as we age. Sport and Exercise Science is a critical part of delivering the Government’s healthy ageing agenda. A fundamental component of Sport and Exercise Science is physiology – the science that aims to understand the mechanisms of the living body. It is core to understanding how the human body works during exercise and how it changes as we age.
A report by The Physiological Society and GuildHE shows that Sport and Exercise Science graduates contribute £7.8 billion to society and the public purse, through higher earnings, added tax revenue and savings to public services.
In addition to these economic contributions, the research carried out by Sport and Exercise Scientists is intimately related to important health outcomes. For example, The “exercise” component of SES includes investigation of the positive and preventative impact of exercise on a wide range of major physical and mental health conditions, including inactivity, obesity, diabetes, cancer, cardiac rehabilitation, and depression.
Join Demos, The Physiological Society and GuildHE to discuss how Sport and Exercise Science education can have a positive impact on society, and lead to healthier, longer lives.

In the race to design and redesign the internet, Western democracies have fallen behind, focusing on what we don’t want, and forgetting about what we do. A broad focus on harms and failures has taken precedence in governments and in the media at the expense of a clear articulation of the web we want to see.
Where international governments have articulated their vision for the internet, it is an authoritarian one, aimed at restricting the power of the internet to promote democratic participation, freedom of expression and a healthy information space.
Join Demos’ Director of CASM, Alex Krasodomski-Jones, as he sits down with Rt Hon Nicky Morgan MP, to discuss what we can be doing to promote an internet for good, and bring into being a strategy focused on maximising the positive potential of the internet.

Health inequalities are described by the NHS as ‘preventable, unfair and unjust’ – so in the 21st century, why do they still persist? Health Foundation research has shown that the risk of preventable death is higher in more deprived local areas, with people living in these areas at risk of developing long term health conditions as much as ten years earlier. Digital innovations are starting to be used to address both physical and mental health inequalities – but there is a long way to go.

Community energy schemes are leading the way in shaping a cleaner, fairer approach to the way the UK generates and distributes energy. As a result, leveraging the sector’s potential will be essential if the UK is to meet its net zero carbon emissions target by 2050.
Community energy can also give local residents access to cheaper energy and reducing fuel poverty. By reinvesting surpluses back into the local area, community energy schemes encourage thriving rural and urban communities. But given a failure to properly support the sector in recent years, the future of community energy now looks threatened.
Join us for this panel at the Liberal Democrat Party Conference, discussing the role and future of community energy in the UK’s transition to a green economy.

With the coming fourth industrial revolution, there is concern about jobs being disaggregated or even disappearing entirely. Financial inclusion enables people to more easily manage and be in control of their money. It means being able to transfer money easily and securely; being supported and able to save money; engaging in transactions without facing high fees and charges, and accessing credit without fear of excessive and escalating repayments. But the reality for many is quite the opposite – for instance, 1.23 million people in the UK do not have access to a bank account.
With people’s available financial options often restricted by factors such as precarious employment, health conditions, or where they live, it is often those most in need of good financial products and services that are denied access to them. But these problems are not insurmountable – designing early interventions, or new, tailored products to support people can help reduce financial exclusion.
Join Demos and Wagestream at the Liberal Democrat Party Conference as we discuss how innovation can help overcome these problems and ensure that everyone is enabled to move towards greater financial security.

This event will explore the possibilities and challenges posed by artificial intelligence as it becomes more ubiquitous within the health service. Where will the vast amounts of personal patient data required to develop effective systems come from and who will be ultimately responsible for protecting it?

Advances in technology are shifting consumer markets, expanding access to a wider range of professional services. Online exposure brings great advantages through widening access and enabling easy comparisons between suppliers, but how does the average consumer know that the information and services they receive are accurate and safe? Could unscrupulous providers take advantage of a larger, more naïve audience? In this TripAdvisor age it is vital that regulators and Government adapt to ensure that citizens are getting accurate and safe advice online.
This event will draw together representatives from Demos and the SRA alongside experts, practitioners and parliamentarians to discuss effective methods of increasing access to legal services. The discussion will also provide an opportunity to explore how modernizing techniques can be further employed to offer modern legal services, well-suited to a modern economy.

How can the best employers adapt to make their workplaces and practices inclusive to the UK’s diverse workforce? Britain is currently experiencing a chronic productivity lag, stagnant wages and endemic technical skills shortage. With Brexit signalling potentially dramatic changes to the available workforce, what can ambitious employers do to fill the skills gap within the domestic labour force? Could developing and adapting working practices accommodate those currently at the margins of the labour market – including those with disabilities, health conditions or caring responsibilities? How will the best employers change their practices to ensure they thrive, and continue to provide opportunities for good jobs and progression to their teams?

Political parties across the world are recognising the power in big data to target and reach new and influential constituencies. As the internet increasingly becomes a platform for information warfare from internal and external threats, there are growing concerns around the role that big data analytics might be playing in destabilising democracies. How can we better harness the myriad ways in which big data can be a force for good within our political systems, and address the emergent challenges it can bring?

The place where you live plays a vital part in your personal well-being, a place you should enjoy living in, be proud of and feel safe and protected. Today, we are experiencing a housing crisis at a scale not experienced before; should local councils and house builders focus on providing as much stock as possible or does this mean we run the risk of large numbers of poor quality homes? How can we ensure that not only are enough homes are built but that they are of the right type and quality to meet the needs of everyone?

The referendum divided the nation. If there were to be a second referendum, what policies would we need to address the concerns of the 52% who voted leave? We must ask what led to this division and look at how we rebuild a sense of trust and pride in our political institutions. With greater understanding of why people voted as they did; could a different outcome be provoked?

The political upheavals of the past two years have triggered a heated debate about the root causes of populism. Some insist that local economic growth and regional inequalities are key to understanding popular disenchantment, while others emphasise political shifts or cultural resentment. What can history teach us about the relationship between lack of opportunities and a rise in populism? Is inclusive growth the panacea or just one piece of the puzzle and what can be done at a local level to address global challenges?

On 1 March 2018, Demos think tank, Christ Church Oxford and Balderton Capital joined together for an exciting event focusing on the Future of Artificial Intelligence.
Paanelists explored the opportunities and challenges AI presents for business, government and citizens, and its potential to reshape our existing social order.
Bringing together some of Britain’s most dynamic young thinkers and practitioners, we will debate how best to seize the huge potential of AI as a force for good, without surrendering to the powerful risks it poses.
Carl Miller, Research Director, Demos, shares his thoughts on the discussions;
‘There are two areas of uncertainty, even mystery, around AI. The first is the tech itself: what it will do, how it will be applied, how quickly it will improve and in which direction. The second is everything else: how we change, adapt, draft new law, teach new skills, to make sure that the changes that are happening will be broadly positive and pro-social ones. Both in where speakers and audience agreed, and where they differed, we learnt something about how to address this second question.
The strongest consensus was that huge changes are already happening and will only get faster. There was little doubt too that these changes will be sweeping, unconstrained by industry, market sector, or part of society. But much less clear was how it could be controlled and channelled. What, indeed, were the right levers to use. Should new law and regulation be drafted, new professional standards, will technology itself be the only thing that can now constrain it? How could journalists seek to expose malicious uses of it, how could legislators move quickly enough, and how could the harms be identified and mitigated when the pace of change was just relentlessly accelerating. Here there were more questions, I think, than answers: a sure sign that many more events like this will happen in the future too’.
Speakers
Professor Charlie Beckett, London School of Economics and Political Science
Professor Ian Goldin, Oxford Martin School
Carl Miller, Demos (Chair)

Demos and Bruegel think tanks joined for an event in Brussels to discuss the potential of the flexicurity model as an employment strategy, and how it could be successfully implemented in European countries.
This event was the first in a collaborative series between Bruegel and Demos think tanks, exploring the social dimensions and economic consequences of European labour market transformation. The series brings together both organisations’ distinct perspectives on these issues, balancing Bruegel’s macro- and microeconomic rigour with Demos’ unique insights into the lived experiences of social and economic change.

Demos will hold a panel discussion at Conservative Party Conference to explore the implications of the Government’s Counter-Extremism and Safeguarding Bill. Striking the right balance between strengthening national security measures and safeguarding civil liberties is a challenge faced by any attempt to counter terrorism. As the Government guards against the spread of extremist ideologies, it will need to ensure new powers for law enforcement do not impinge upon citizens’ civil liberties or have the unintended effect of further alienating those young people vulnerable to radicalisation. This fringe event will explore the legal and democratic implications of the bill, as well as the practicalities surrounding enforcement.

This year’s conference season falls just 5 months after the General Election and is likely to be the most dynamic and engaging conference seasons for many years. Many incoming Ministers are new to their portfolios, while the Opposition is set for a rethink about its ideological and intellectual direction.
As a genuinely cross-party think-tank, Demos delivers a full programme of incisive and broad-ranging events across the party conferences every year. 2015 will be no exception: using fresh and innovative formats to debate emerging policy and constitutional issues for the new parliament.
This year, Demos will be hosting events at four party conferences.
