- Leitch proposals are superfluous 'the proposed imposition by government of a blunt Level 2 obligation would simply raise company costs for no benefit and alienate responsible management. For other businesses, the introduction of this obligation would have the perverse effect of encouraging them to save on training costs by recruiting in future only people who already have their Level 2 qualifications' from : duncanoleary 24th May 2007
