James joined the Progressive Conservatism Project in July 2009, having previously worked for the business consultancy GPW where he specialised in Russia and Eastern Europe. He holds a First in History from Cambridge University and an MPhil with Distinction from Oxford in Russian and East European Studies, focusing on Russian foreign and defence policy.

He is returning to Cambridge this October to start a PhD on American nuclear strategy during the Cold War. He speaks Russian.
