The past decade has seen an explosion of new proposals for conditionality in public services – from denying overweight people surgery to extra charges for people who don’t sort their rubbish.

The reasons are obvious: in an age where the biggest political issues are all about public behaviour, conditionality offers public servants a way to shape public behaviour in socially beneficial ways. But how far should government go? And can conditionality be implemented in a way that promotes equality and social justice?

The seminar marks the publication of a new provocation paper where new Demos Chair of Trustees Ed Straw will make the case for conditionality in the public sector. The discussion is an opportunity to examine these issues and ask where this vital but fraught debate might go next.
